Inversiones de USAID en programas en la web orientados a Cuba


El gobierno de EE.UU. promueve nuevas agresiones contra Cuba mediante Internet

El Departamento de Estado y su agencia de desestabilización USAID proyectan gastar unos 30 millones de dólares más para sus operaciones injerencistas orientadas a convertir a Internet en instrumento de penetración e Inteligencia en el territorio nacional cubano.
Lo confirma el sitio web Cuba Money Project, del periodista e investigador norteamericano Tracey Eaton, al publicar un documento de esta agencia identificada con los servicios especiales norteamericanos, fechado el 11 de enero último, que revela cómo se solicitan "ideas" de organizaciones no gubernamentales y empresas especializadas, interesadas en desarrollar proyectos relacionados con el uso de Internet "en Cuba y otras naciones".
El documento fue publicado en vísperas del juicio en La Habana al norteamericano Alan Philip Gross, contratista de la USAID, por sus actividades ilegales.
El 7 de febrero era la fecha tope para la presentación de programas.
"El Departamento de Estado no ha precisado —y sin dudas no lo hará— cuáles serán las organizaciones que realizarán estos proyectos", escribe Eaton, un excorresponsal del diario tejano The Dallas Morning News en La Habana.
Subsidios que van desde medio millón hasta ocho millones de dólares están disponibles para estos proyectos, con un total que pudiera alcanzar los 30 millones, especifica el estudio.
Más aún, el dinero proviene del presupuesto federal del 2010 y no del siguiente.
El Departamento de Estado, en una precisión que parece referirse directamente al caso Gross o a operaciones anteriores de Inteligencia, detalla que las organizaciones elegibles tienen que "poseer experiencia de trabajo en ámbitos de Internet agudamente hostiles".


La punta de lanza de estas operaciones, llamada web-based circumvention technology está específicamente destinada a evitar y engañar los habituales sistemas de detección (firewalls y filtros) usados para detectar las múltiples formas de uso ilícito de la red de redes, según las legislaciones de cada país.


La estrategia incluye un "programa de entrenamiento" que comporta el desarrollo de una "red de instructores" que realizarán operaciones con "organizaciones bajo amenazas", leer: organizaciones que operan de manera ilegal.


Las organizaciones y empresas invitadas a someter propuestas deben poder "entrenar", precisa la solicitud de ofertas, a "blogueros, ciudadanos-periodistas y organizaciones de la sociedad civil" y promocionar el uso de las nuevas tecnologías de comunicaciones de persona a persona y de "redes sociales".
El programa prevé hasta un fondo de "defensa" de activistas con problemas legales en casos de hacking y de "cyber intrusión".

Además de Cuba, la solicitud de propuestas hace referencias a China, Birmania, Irán, Rusia y Venezuela, todos países que se niegan a someterse al dominio imperial de EE.UU., siempre con la habitual retórica de la "ayuda" a "activistas digitales", la conocida estrategia de reclutamiento de agentes e informantes desarrollada por el aparato de Inteligencia de EE.UU.

Entre la emigración y el crimen

Los latinoamericanos no son criminales natos ni inventaron las drogas.
Los aztecas, los mayas, y otros grupos humanos precolombinos de México y Centroamérica, por ejemplo, eran excelentes agricultores y ni siquiera conocían el cultivo de la coca.
Los quechuas y aymaras fueron capaces de producir nutritivos alimentos en perfectas terrazas que seguían las curvas de nivel de las montañas. En altiplanos que sobrepasaban a veces los tres y cuatro mil metros de altura, cultivaban la quinua, un cereal rico en proteínas, y la papa.
Conocían y cultivaban también la planta de coca, cuyas hojas masticaban desde tiempos inmemorables para mitigar el rigor de las alturas. Se trataba de una costumbre milenaria que los pueblos practican con productos como el café, el tabaco, el licor u otros.
La coca era originaria de las abruptas laderas de los Andes amazónicos. Sus pobladores la conocían desde mucho antes del Imperio Inca, cuyo territorio, en su máximo esplendor, se extendía en el espacio actual del Sur de Colombia, todo Ecuador, Perú, Bolivia, el Este de Chile, y el Noroeste de Argentina; que sumaba cerca de dos millones de kilómetros cuadrados.
El consumo de la hoja de coca se convirtió en privilegio de los emperadores Incas y de la nobleza en las ceremonias religiosas.
Al desaparecer el Imperio tras la invasión española, los nuevos amos estimularon el hábito tradicional de masticar la hoja para extender las horas de trabajo de la mano de obra indígena, un derecho que perduró hasta que la Convención Única sobre Estupefacientes de Naciones Unidas prohibió el uso de la hoja de coca, excepto con fines médicos o científicos.
Casi todos los países la firmaron. Apenas se discutía cualquier tema relacionado con la salud. El tráfico de cocaína no alcanzaba entonces su enorme magnitud actual. En los años transcurridos se han creado gravísimos problemas que exigen análisis profundos.
Sobre el espinoso tema de la relación entre la droga y el crimen organizado la propia ONU afirma delicadamente que "Latinoamérica es ineficiente en el combate al crimen."
La información que publican distintas instituciones varía debido a que el asunto es sensible. Los datos a veces son tan complejos y variados que pueden inducir a confusión. De lo que no cabe la menor duda es que el problema se agrava aceleradamente.
Hace casi un mes y medio, el 11 de febrero de 2011, un informe publicado en la Ciudad de México por el Consejo Ciudadano para la Seguridad Pública y la Justicia de ese país, ofrece interesantes datos sobre las 50 ciudades más violentas del mundo, por el número de homicidios ocurridos en el año 2010. En él se afirma que México reúne el 25% de ellas. Por tercer año consecutivo la número uno corresponde a Ciudad Juárez, en la frontera con Estados Unidos.
A continuación expone que  "ese año la tasa de homicidios dolosos de Juárez fue 35% superior a la de Kandahar, Afganistán —la número dos en el ranking— y 941% superior a la de Bagdad", es decir, casi diez veces superior a la capital de Irak, ciudad que ocupa el número 50 de la lista.
Casi de inmediato añade que la ciudad de San Pedro Sula, en Honduras, ocupa el tercer lugar con 125 homicidios por cada 100 000 habitantes; siendo solo superada por Ciudad Juárez, en México, con 229; y Kandahar, Afganistán, con 169.
Tegucigalpa, Honduras, ocupa el sexto con 109 homicidios, por cada 100 000 habitantes.
De este modo se puede apreciar que Honduras, la de la base aérea yanki de Palmerola, donde se produjo un Golpe de Estado ya bajo la presidencia de Obama, tiene dos ciudades entre las seis en que se producen más homicidios en el mundo. Ciudad de Guatemala alcanza 106.
De acuerdo a dicho informe, la ciudad colombiana de Medellín, con 87,42 figura también entre las más violentas de América y el mundo.
El discurso del Presidente norteamericano Barack Obama en El Salvador, y su posterior conferencia de prensa, me condujeron al deber de publicar estas líneas sobre el tema.
En la Reflexión de marzo 21 le critiqué su falta de ética al no mencionar en Chile siquiera el nombre de Salvador Allende, un símbolo de dignidad y valentía para el mundo, quien murió como consecuencia del golpe de Estado promovido por un Presidente de Estados Unidos.
Como conocía que al día siguiente visitaría El Salvador, un país centroamericano símbolo de las luchas de los pueblos de nuestra América que más ha sufrido como consecuencia de la política de Estados Unidos en nuestro hemisferio, dije: "Allí tendrá que inventar bastante, porque en esa hermana nación centroamericana, las armas y los entrenadores que recibió de los gobiernos de su país, derramaron mucha sangre."
Le deseaba buen viaje y "un poco más de sensatez." Debo admitir que en su largo periplo, fue un poco más cuidadoso en el último tramo.
Monseñor Oscar Arnulfo Romero era un hombre admirado por todos los latinoamericanos, creyentes o no creyentes, así como los sacerdotes jesuitas cobardemente asesinados por los esbirros que Estados Unidos entrenó, apoyó y armó hasta los dientes. En El Salvador, el FMLN, organización militante de izquierda, libró una de las luchas más heroicas de nuestro continente.
El pueblo salvadoreño le concedió la victoria al Partido que emergió del seno de esos gloriosos combatientes, cuya historia profunda no es hora de construir todavía.
Lo que urge es enfrentar el dramático dilema que vive El Salvador, del mismo modo que México, el resto de Centroamérica y Suramérica.
El propio Obama expresó que alrededor de 2 millones de salvadoreños viven en Estados Unidos, lo cual equivale al 30% de la población de ese país. La brutal represión desatada contra los patriotas, y el saqueo sistemático de El Salvador impuesto por Estados Unidos, obligó a cientos de miles de salvadoreños a emigrar a aquel territorio.
Lo nuevo es que, a la desesperada situación de los centroamericanos, se une el fabuloso poder de las bandas terroristas, las sofisticadas armas y la demanda de drogas, originadas por el mercado de Estados Unidos.
El Presidente de El Salvador en el breve discurso que precedió al del visitante, expresó textualmente: "Le insistí que el tema del crimen organizado, la narcoactividad, la inseguridad ciudadana no es un tema que ocupe sólo a El Salvador, Guatemala, Honduras o Nicaragua y ni siquiera México o a Colombia; es un tema que nos ocupa como región, y en ese sentido estamos trabajando en la construcción de una estrategia regional, a través de la Iniciativa CARFI.".... le insistí en que este es un tema que no sólo debe ser abordado desde la perspectiva de la persecución del delito, a través del fortalecimiento de nuestras policías y nuestros ejércitos, sino que también enfatizando en las políticas de prevención del delito y por lo tanto, la mejor arma para combatir en sí la delincuencia, en la región, es invirtiendo en políticas sociales."
En su respuesta el mandatario norteamericano dijo: "El Presidente Funes se ha comprometido a crear más oportunidades económicas aquí en El Salvador para que la gente no sienta que debe enrumbarse al norte para mantener a su familia."
No necesito una palabra más para expresar la esencia de una situación dolorosamente triste.
La realidad es que muchos jóvenes centroamericanos han sido conducidos por el imperialismo a cruzar una rígida y cada vez más infranqueable frontera, o prestar servicios en las bandas millonarias de los narcotraficantes.
¿No sería más justo —me pregunto— una Ley de Ajuste para todos los latinoamericanos, como la que se inventó para castigar a Cuba hace ya casi medio siglo? ¿Seguirá creciendo hasta el infinito el número de personas que mueren cruzando la frontera de Estados Unidos y las decenas de miles que ya están muriendo cada año en los pueblos a los que usted ofrece una "Alianza Igualitaria"?

The war on Libya opens up a new regional war theater.There are three distinct war theaters in the Middle East Central Asian region. Palestine, Afghanistan and Iraq.
What is unfolding is a fourth US-NATO War Theater in North Africa, with the risk of escalation.
These four war theaters are functionally related, they are part of an integrated US-NATO military agenda.
The bombing of Libya has been on the drawing board of the Pentagon for several years as confirmed by former NATO commander General Wesley Clark.
Operation Odyssey Dawn is acknowledged as the "biggest Western military intervention in the Arab world since the invasion of Iraq began exactly eight years ago." (Russia: Stop 'indiscriminate' bombing of Libya - Taiwan News Online, March 19, 2011).
This war is part of the battle for oil. Libya is among the World's largest oil economies with approximately 3.5% of global oil reserves, more than twice those of the US.
The underlying objective is to gain control over Libya's oil and gas reserves under the disguise of a humanitarian intervention.
The geopolitical and economic implications of a US-NATO led military intervention directed against Libya are far-reaching.

"Operation Odyssey Dawn " is part of a broader military agenda in the Middle East and Central Asia which consists in gaining control and corporate ownership over more than sixty percent of the world's reserves of oil and natural gas, including oil and gas pipeline routes.
With 46.5 billion barrels of proven reserves, (10 times those of Egypt), Libya is the largest oil economy in the African continent followed by Nigeria and Algeria (Oil and Gas Journal). In contrast, US proven oil reserves are of the order of 20.6 billion barrels (December 2008) according to the Energy Information Administration. U.S. Crude Oil, Natural Gas, and Natural Gas Liquids Reserves).


Largest Military Undertaking since the Invasion of Iraq
A military operation of this size and magnitude, involving the active participation of several NATO member and partner countries is never improvised. Operation Odyssey Dawn was in the advanced stages of military planning prior to the protest movement in Egypt and Tunisia.
Public opinion was led to believe that the protest movement had spread spontaneously from Tunisia and Egypt to Libya.


The armed insurgency in Eastern Libya is directly supported by foreign powers. Rebel forces in Benghazi immediately hoisted the red, black and green banner with the crescent and star: the flag of the monarchy of King Idris, which symbolized the rule of the former colonial powers. The insurrection was also planned and coordinated with the timing of the military operation. It had been carefully planned months ahead of the protest movement, as part of a covert operation.  US, British special forces were reported to be on the ground "helping the opposition" right from the outset.

What we are dealing with is a military roadmap, a timeline of carefully planned military and intelligence events.

United Nations Complicity
So far, the bombing campaign has resulted in countless civilian casualties, which are either categorized by the media as "collateral damage" or blamed on the Libyan armed forces. In a bitter irony, the UN Security Council Resolution 1973 grants NATO a mandate "to protect civilians"


Protection of civilians
Authorizes Member States that have notified the Secretary-General, acting nationally or through regional organizations or arrangements, and acting in cooperation with the Secretary-General, to take all necessary measures, notwithstanding paragraph 9 of resolution 1970 (2011), to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamahiriya, including Benghazi, while excluding a foreign occupation force of any form on any part of Libyan territory, and requests the Member States concerned to inform the Secretary-General immediately of the measures they take pursuant to the authorization conferred by this paragraph which shall be immediately reported to the Security Council; (UN Security Council Resolution on Libya: No Fly Zone and Other Measures, March 18, 2011)
The UN resolution grants coalition forces carte blanche to engage in an all out war against a sovereign country in derogation of international law and in violation of the UN charter. It also serves dominant financial interests: it not only allows the military coalition to bomb a sovereign country, it also allows for the freezing of assets, thereby jeopardizing Libya's financial system.



Asset freeze
Decides that the asset freeze imposed by paragraph 17, 19, 20 and 21 of resolution 1970 (2011) shall apply to all funds, other financial assets and economic resources which are on their territories, which are owned or controlled, directly or indirectly, by the Libyan authorities, ....


No where in the UNSC resolution is the issue of regime change mentioned. Yet it is understood that opposition forces will receive part of the money confiscated under Article 19 of resolution 1973. In fact discussions with opposition leaders to that effect have already taken place. Its called cooptation and financial fraud:
 Affirms its determination to ensure that assets frozen pursuant to paragraph 17 of resolution 1970 (2011) shall, at a later stage, as soon as possible be made available to and for the benefit of the people of the Libyan Arab Jamahiriya;
With regard to the "Enforcement of the arms embargo" under para. 13 of the resolution, coalition forces will commit themselves without exception to enforcing an arms embargo on Libya. Yet from outset they have violated Art. 13, by supplying weapons to opposition forces in Benghazi.


Protracted Military Operation?
Concepts are turned upside down. In an utterly twisted logic. peace, security and protection of the Libyan people, are to be achieved through missile attacks and aerial bombings.
The objective of the military operation is not the protection of civilians but regime change and the break uthe country, as in Yugoslavia, namely the partition of Libya into separate countries. The formation of a separate State in the oil producing area of Eastern Libya has been contemplated by Washington for many years.
Barely a week before the onslaught of the bombings,. the director of National intelligence James Clapperemphasized in a testimony to the US Senate Armed Services Committee that Libya has significant air defense capabilities and that a no fly zone approach could potentially result in a protracted military operation:
Obama's policy is "aimed at the goal of having Gadhafi leave office," the national security adviser reiterated.
But Clapper's testimony underscored how difficult that could be.
He told the Senate committee that he thinks "Gadhafi is in this for the long haul" and that he doesn't think Gadhafi "has any intention ... of leaving."
Later, enumerating his reasons for believing that Gadhafi would prevail, Clapper said that the regime has more military supplies and can count on the army's best trained, "most robustly equipped" units, including the 32nd Brigade, which is commanded by Gadhafi's son, Khamis, and the 9th Brigade.
The bulk of its hardware comprises Russian-made air defenses, artillery, tanks and other vehicles, "and they appear more disciplined about how they treat and repair that equipment," Clapper continued.
Clapper disputed assertions that a no-fly zone could be quickly and easily imposed on Libya, saying Gadhafi commands the Middle East's second largest air defense system after Egypt's.
"They have a lot of Russian equipment, and there is a certain quality in numbers. Some of that equipment has fallen into the oppositionists' hands," he continued.
The system comprises about 31 surface-to-air missile sites and a radar complex that "is focused on protecting the (Mediterranean) coastline where are 80 or 85 percent of the population is," Clapper said. Gadhafi's forces also have "a large, large number" of shoulder-fired anti-aircraft missiles.
Army Gen. Ronald Burgess, the director of the Defense Intelligence Agency, endorsed Clapper's assessment, saying momentum was shifting to Gadhafi's forces after initially being with the opposition.
"Whether or not it has fully shifted to Gadhafi's side at this time in-country I think is not clear," Burgess said. "But we have now reached a state of equilibrium where ... the initiative, if you will, may be on the regime side."


Hours after Clapper spoke, Thomas Donilon, Obama's national security adviser, offered a different assessment, suggesting sharply diverging views between the White House and the U.S. intelligence community.
He said the intelligence chiefs' analysis was "static" and "unidimensional," based on the military balance of power, and failing to take into account both Gadhafi's growing isolation and international actions to boost his opponents. (White House, intel chief split on Libya assessment

The foregoing statement suggests that Operation Odyssey Dawn could lead to a protracted drawn out war resulting in significant NATO-US losses.
NATO military setbacks were reported by Libyan sources from the very outset of the air campaign.
Within hours of the commencement of the bombings, Libyan sources (yet to be confirmed) pointed to the shooting down of three French jets. (See Mahdi Darius Nazemroaya, Breaking News: Libyan Hospitals Attacked. Libyan Source: Three French Jets Downed, Global Research, March 19, 2011).
The Libyan national TV network announced that a French fighter plane had been shot down near Tripoli. The French Army denied these reports:


“We reject the information that a French fighter plane was shot down in Libya. All the planes we sent on missions today returned to base” said the spokesman of the French Army, colonel Thierry Burkhard, quoted by Le Figaro." (Libya: A french fighter plane was shot down! Internal Libyan sources (to be confirmed) also reported on Sunday the downing of two Qatari military jets. According to Libyan reports, yet to be confirmed, a total of five French jets have been shot down. Three of these attacking French jets were, according to the reports, shot down in Tripoli. The other two French military jets were shot down while attacking Sirt (Surt/Sirte). (Mahdi Darius Nazemroaya, Libyan Sources Report Italians Captured. Hay un atroz silencio

Hay un  silencio atroz a mi alrededor
unos pasos ya desaparecen
una puerta que se ha abierto o cerrado
un disco que empieza a funcionar

Era mejor escuchar el silencio
y en el silencio voces de mujeres
Voces de mujeres que todavía vibran
Voces de mujeres que empiezan a oirse
Voces de mujeres que a veces callan
y de nuevo el silencio para escuchar
Voces de mujeres que vibran para hacerme vibrar.......

El calor y el frío se apoderan por momentos de mi cuerpo
Y paso de uno a otro respectivamente.
Me hará falta valor.
Y de esta tempestad de sensaciones tendré que salir.......
